Progress on the preparation of the national strategic plan 
for prevention, control, preparedness and response to avian influenza, 
influenza pandemic, and emerging infectious diseases (EIDs) 2012-2016

In the wake of avian influenza (H5N1) outbreaks in poultry populations and subsequently led to animal-to-human transmission which broke out in 2003, scientists have been concerned it is highly likely that avian influenza viruses (H5N1) might develop a genetic drift, possibly triggering influenza pandemic that will cause large numbers of morbidities and mortalities in humans. In Thailand, confirmed cases of human infection with highly pathogenic avian influenza virus H5N1 (or bird flu) were first reported in 2004. In response to this threat, Thai government had taken steps to expedite and actively implement measures in order to prevent and control avian influenza outbreaks and establish preparedness and response strategies to deal with a potential influenza pandemic by focusing on multisectoral participation which engaged both public and private sectors, resulting in the preparation of the following national strategic plans:

  1. The national strategic plan for the prevention and control of avian influenza and the strategic plan for preparedness and response to influenza pandemic 2005-2007
  2. The 2nd national strategic plan for preparedness and response to avian influenza and influenza pandemic 2008-2010

With the aim to consolidate disease prevention and control efforts, the National Steering Committee on Preparedness and Response to Avian Influenza and Influenza Pandemic chaired by Deputy Prime Minister Sanan Khachornprasat has therefore resolved that the consolidated national strategic plan for prevention, control, preparedness and response to avian influenza, influenza pandemic, and emerging infectious diseases (EIDs) 2012-2016 be prepared. To date the following steps have been taken:

Prepared a draft order of the working group responsible for the preparation of the 3rd national strategic plan

Prepared a draft order of the steering sub-committee on the implementation of the 3rd national strategic plan

Compiled the data on program performance from Department of Livestock Development (DLD), Department of Health Service Support (DHSS), Department of Health (DOH), and National Science and Technology Development Agency (NSTDA); summarized the lessons learned from Bureau of Knowledge Management, Department of Disease Control (DDC), and findings from WHO-MOPH joint review

Strengths, weaknesses, opportunities, and threats (SWOT) analysis conducted by the Secretariat working group

Analyzed recommendations from WHO-MOPH joint review
Analyzed the 10th National Economic and Social Development Plan and the conceptual framework for the 11th National Economic and Social Development Plan
